Some surfaces are computed from the theme rather than named in it, so every theme, custom or built-in, gets them:

Inactive panes use a ground halfway between background and the popup ground.
Popups (pickers, choice lists, the command palette, action menus, key hints, and language-server popups) use a ground one small step off background: lighter on dark themes, darker on light ones. The step is small enough that both still read as the same colour.
A theme whose background is reset leaves the ground to the terminal. That cannot be stepped off, so its popups keep the same background.
